ANSWER:
This error occurs when Windows Server 2003 and Windows XP clients cannot obtain certificates from a Windows Server 2008-based certification authority (CA) if the CA is configured to use SHA2 256 or higher encryption. Support ended for Windows server 2003 in 7/2015, and ended for Windows XP in 4/2014
Generally, a complete Windows update will resolve the error: Control Panel - Windows Updates - Check for updates and install the needed updates.
If a complete Windows Update cannot be performed, Microsoft has provided the specific component to update the certificate. The Hotfix for Windows installer can be downloaded here.
