Overview
The Spamhaus Policy Block List (PBL) is a list of all dynamic IP addresses and some static IP addresses, and is not specifically a blocklist. IPs on the PBL are not listed for sending spam or for anything they have done.
For example, the PBL lists IP ranges normally assigned to Internet Service Provider (ISP) broadband customers (digital subscriber loop, dynamic host configuration protocol, point-to-point protocol, cable, and dialup). Even static IP addresses that do not send mail would be listed in the PBL.

- There is no impact on deliverability.
Reasons for getting listed
Listings are for dynamically assigned and static IP addresses that should not have the ability to send any unauthenticated email.
Listings do not prevent you from sending email unless your email program is not authenticating properly when it connects to your ISP or to your company's mail server. This can happen if you have forgotten to turn on SMTP Authentication or if you have turned it off by mistake.
How to get off this blocklist
ISPs and broadband providers can manually add and remove IPs from the PBL; normal end users would not be able to remove IPs.
